Power Loom: bringing the threads together

The old siloed ways of thinking – climate experts over here, defence strategists over there, economists somewhere else, and public attitudes too often left as an afterthought – no longer work. We’re here to connect the dots others miss, and help surface solutions that work because they tackle trade-offs with honesty, listen to practitioners, and respond to the actual challenges people are facing every day.

That’s what Power Loom stands for.

Shaped by what each question demands.

With no commercial or government clients, our work model is entirely shaped by what each question demands.

  • Convening unusual networks. We bring together thinkers, doers and leaders from across politics, industry, finance and civil society, often in unusual combinations, to tackle real-life trade-offs with honesty, rigour and fresh thinking.
  • Commissioning original research. When a question matters and the evidence is missing, we commission new research (fieldwork, data, or expert analysis) designed to engage the audiences who need it, from politicians to the wider public.
  • Translating thinking into reach and a fresh narrative. Important analysis often exists but does not reach the people who need it. We reshape it and make it fresh: through podcast and video series for wider audiences, charts and essays for public debate, or executive briefings for policy-makers.

Where the threads overlap.

Loom’s projects come together where these interconnected threads overlap:

  • People common goods, community, public trust, resilience, migration
  • Economy technology, industrial strength, trade, supply chains, prosperity
  • Environment energy, land, nature, climate, water
  • Security defence, sovereignty, statecraft, organised crime

Four principles shape how Loom takes on a question.

  • Political realism. Loom engages people on their own values. It listens to those challenging how things have been done before, and designs interventions to respond directly to those challenges.
  • Fresh, creative thinking. Loom looks for new but viable ideas, and original angles on old debates.
  • Integrated approach. Loom brings together diverse interests and expertise to find shared direction.
  • Agile and responsive. Loom is lean, adaptable and action-oriented; focused on breakthroughs, not bureaucracy.

How we look at climate.

The climate agenda built over the last twenty years has broken. We take a fresh look at it.

  • Sovereignty, not just resilience. Climate outcomes are decided by who controls the resources, technologies and territory that underpin modern economies.
  • Security and prosperity, not only energy transition. Climate policy only survives if it lands with voters’ real concerns about jobs, bills, and safety.
  • Strategic deals, not universal consensus. The golden era of multilateralism is over. Progress now comes from bilateral and minilateral deals that strengthen the economy, national security and the environment together.
